      As part of the Bazel adoption project, establish the minimal set of configuration artifacts necessary to build fsync_locked via Bazel.

      Note:

      • It only needs to build on arm64.
      • It does NOT need to be integrated into any CI systems. (Manual build triggering is fine for now).
