      Proposed name: 'featureFlagQueryStatsM0'. This feature flag should be off by default until all dependencies of M0 are complete, but if switched on it should enable all the things detailed in M0 from the design doc, even if the bigger 'featureFlagQueryStats' is not enabled.

      TODO determine if we need to guard this based on feature compatibility version as well.
