Major - P3 We can try to use the kAnyShard path if the AggregationTargeter says kPassthrough. The idea being that the kAnyShard path should be the fully generic path and can handle the case where the collections are unsharded and the pipeline need not be split.
Eliminate the mapReduce command’s dependency on AggregationTargeter::TargetingPolicy::kPassthrough
