In order to test both the changes from the "Remove Query Reliance on DB Primary" project as well as the fixes to the ddl coordinators as part of this (the Global Balancing of Unsharded Collections) project, we need to add more test coverage for when unsplittable collections are on shards other than the DBPrimary.

This ticket is to create a passthrough suite which (similar to implicitly_shard_accessed_collection) registers all accessed collections as unsplittable and creates them on a random shard that may or may not be the DBPrimary.
