Make the NTDI passthrough test suites also test cases when featureFlagRequireTenantID off

      Today, the NTDI test suites configures `featureFlagRequireTenantID:true` so that it only cover the test cases when feature flag is on. We also need to cover test cases when feature flag is off.
      In this task, we need to remove this configuration from the NTDI passthrough yml files. Then, the NTDI test suites can be executed with feature flag on and off to cover the different feature flag cases.
