Change dbcheck tests to rely on dbCheckHealthLogEveryNBatches instead of debug build

      Currently in dbcheck we only health log successful batches based on 
      dbCheckHealthLogEveryNBatches or if it's a debug build. We should consider only using dbCheckHealthLogEveryNBatches instead of checking if it's a debug build, and changing tests to set dbCheckHealthLogEveryNBatches to 1.
