Linker is failing often with an OOM on windows ninja compilations

      On initial investigation, it appears that most windows compilation tests are running on `-xlarge` systems, while certain ninja windows compilation tests are still running on `-large` systems.

      We should work on splitting the build into smaller modules to avoid requiring so much RAM for linking, but in the short term we can move these tests onto a system with more RAM.
