Historically, we could use net.transportLayer to pick the TransportLayer used for ingress networking, but that's no longer the case since ASIO is the only available transport layer today. We should remove this since gRPC, the only other TransportLayer that we'll have for foreseeable future, works alongside ASIO and not in isolation.
