      Per this discussion, we have agreed to locate as much of the Bazel-related artifacts in /bazel/ as possible.

      Here's the plan for moving the existing artifacts:

      • toolschains/BUILD  -> bazel/toolchains/BUILD.bazel
      • toolchains/mongo_toolchain.BUILD -> bazel/toolchains/mongo_toolchain.BUILD
      • bazel_config/BUILD.bazel -> bazel/config/BUILD.bazel
      • bazel_config/configs.bzl  -> bazel/config/configs.bzl
