Remove redundant abortion of migrations on ShardServerOpObserver::onCollMod

      PM-1361 made ShardServerOpObserver::onCollMod trigger an abortion of ongoing migrations. However, since SERVER-65227 made CollmodCoordinator stop (and abort) migrations, the check on the op_observer is no longer necessary.
