The method expects the highest recordId for each UUID captured by the truncate markers to exist in the highestRecordIdAndWallTimeSamples . However, it doesn't refresh the snapshot, and can accidentally miss obtaining the highest record id for UUIDs (not captured in the initial snapshot) that had pre-images inserted concurrently during initialization.
