SERVER-79668 requires the distinction between unsplittable, sharded or all tracked collections in order to implement the temporary behavior of not allowing unsplittable collections in non primary shards while featureFlagUnsplittableCollectionsOnNonPrimaryShard is enabled. It is better to separate that work from the original movePrimary ticket in order to track the work easier.
