The goal of this ticket is to do a proof of concept of the viability of supporting two instances of the FTDCController for a single process, one for shard metrics and the other for router metrics. It can re-use the logic implemented at SERVER-82033 or do a temporary workaround to test the viability of two FTDC logic working at the same time.

It is not a goal of the ticket having correct metrics, only the correct structure both for shard and router FTDC files.
