Users who pull enterprise docker image should be able to readily access enterprise license agreement

      Currently, we provide a link on Docker Hub, directing users to the MongoDB download page to review the enterprise license agreement. For programmatic users, including the Atlas local development experience, we want to ensure that they also have the ability to review the enterprise license agreement from inside the docker container.
