Cleanup mitigations for replicated encryption options on secondaries

      With the merge of SERVER-79496 adding encryption options during collection creation will not be allowed. Additionally, SERVER-72229 guarantees that after an FCV upgrade the encryption options will be scrubbed from the durable catalog.

      As a result, having encryption options present in the wiredTiger.configString field will not be possible after 8.0.

      This task is about cleaning up the option sanitisation done during replication.
