      Ensure that setFeatureCompatibilityVersion waits for any ongoing MultiUpdateCoordinators to complete before downgrading to an FCV where pauseMigrationsDuringMultiUpdatesAvailable is false. Similarly, once downgrading beings, pauseMigrationsDuringMultiUpdates cluster parameter should be disabled, and new multi updates should not be coordinated.
