In SERVER-79937 we change the way we transition defragmentation phases in particular we are not anymore waiting for the phase transition to be majority committed before to start the subsequent phase.
On the other hand we use majority read to start/resume defragmentation, so it could happen that we miss the last phase update since it was not majority committed yet.
