In SERVER-81000, we are adding support to run tests against a resmoke-managed ShardedClusterFixture with embedded routers. However, a cluster with a mixture of dedicated and embedded routers is not supported.

We need to define the requirements for the mixtures we want to support, how we want to test them, and then implement the support in resmoke for whatever mixed-testing configurations we need.
