Favor Using Declaration Over Parameter Pack in Metrics Mix-ins

      In the PR for SERVER-81397, billy.donahue@mongodb.com showed that we can use a using declaration instead of a parameter pack when defining the constructors for mix-in classes. We should make this change for the rest of the metrics mix-ins (e.g. here, but more generally any of the metrics classes that are named with_*).
