Extend resmoke embedded router mode support to non-routing-enabled shard servers

      As of SERVER-81000, the resmoke support for sharded clusters with embedded routers starts all shardservers with the routing enabled / with a routerPort opened. As we better understand the configurations we will need to support for release, we will need to add support to the fixture to support a mix of routing-enabled and routing-disabled shard servers.
