Older branches should not depend on master releases.yml

      In SERVER-70937, it seems we added a dependency in multiversionconstants.py on the releases.yml file on master. This is not ideal as this means we cannot modify the master releases.yml file to stop generating older FCV constants. Logically, when we are generating FCV constants, we should not need to know about what the future looks like, only what our current version is.
