After the balancer policy is updated to choose unsplittable collections to move, the balancer will need to actually issue and wait for these moveCollection commands. This ticket is to add the issuing and waiting for responses of the moveCollection commands to the balancer, similar to the moveChunk command issuing that the balancer currently has.

This work will need to be done after the completion of the online moveCollection project.
