GRPCTransportLayerShutdown uses too low of a connect timeout

      GRPCTransportLayerShutdown uses a connect timeout of 50ms, which is sometimes too short and cause failures due to spurious network issues. We should increase this timeout to be more resilient to such failures like the other gRPC unit tests.
