SERVER-80249 adds code to skip this check for the `configsvr` field in the repl config. This was done to allow an existing replica set to restart as an auto-bootstrapped config shard. However in 8.1, the code to skip the check won't be necessary anymore because there won't be users upgrading from an existing replica set to 8.1 and beyond. As a result, that code that skips the check and the other code added in SERVER-80249 can be removed.
