We need to add targeted test cases for invalid tenant requests, such as:

• Invalid tenant prefix in “$db”, other db and namespace fields and security token.
• Unmatched tenant info in “$db”, other db and namespace fields and security token.
• Required tenant prefixes are missed.
• Required security token is missed. 

In this task, we use unsigned security token because we focus on testing the interface with Atlas Proxy.
