simulate_atlas_proxy override only communicates tenant protocol via unsigned security token

      Today the simulate_atlas_proxy override communicates the tenant protocol by appending expectPrefix: true to the command body of outgoing requests. Once the linked tickets have been completed, we should be able to communicate the tenant protocol through the unsigned token as well. This ticket covers changing the override to only communicate the tenant protocol through the unsigned security token.
