After adding QuerySettings logic into the test, fcv_upgrade_downgrade suite started to fail.

The suite is not running any tests that rely on QuerySettings via tag exclusion, however, this tag is not added to the test (on purpose), as the test should also run, when the flag is absent.

This resulted in some test failures. A simple fix would be to temporary exclude this test from the suite
