Report CatalogCache metrics on configsvr's server status

      The CatalogCache metrics (such as 'shardingStatistics catalogCache numCollectionEntries') are reported on the shard servers, but not on the configsvr. Since the configsvr also has a catalog cache, we should report its statistics on server status too.
