[CQF] Add/remove fields for CQF explain output

      • Omit the classic-only fields from the queryPlanner output
      • Add CQF-specific fields to the output, such as maxPartialSchemaReqCountReached. SERVER-80756 added the queryFramework field as something specific to CQF explains
      • Bump the explain version to v3 for CQF explains
