For mongod running in embedded-router mode to work without a co-located config server, or a new protocol for joining an existing sharded cluster after starting up, the router will need to know how to contact the config server. To enable this before we sort out the final protocol, let mongod parse a configdb startup option so that, when running in embedded router mode, it can join a sharded cluster through the ordinary protocol for routers.
