Mechanism for one-time cleanup of orphaned size storer entries

      Historically, we have made no effort to clean up entries in the WT size storer table upon the corresponding collection being dropped. SERVER-33494 is making it so that entries will be removed upon a collection being dropped, but it does not address existing orphaned entries. It would be nice to have some way to perform a one-time cleanup of all entries which no longer correspond to an existing collection in the database.
