In this ticket, we should add the queryPlannerDebug verbosity to the explain verbosities enum.

For the classic optimizer, the explain output under this verbosity be identical to queryPlanner output.

For CQF, the explain output under this verbosity will be similar to queryPlanner output, with the additional optimizer phases field. This ticket is not responsible for accepting or implementing the optional parameters that we will accept for this verbosity. We should assume all of these parameters take their default value for the purposes of this ticket
