      Now that we have the `shouldBeFCVGated:false` parameter, it seems like a number of usages of isEnabledAndIgnoreFCVUnsafe could have just used that parameter. We should audit the usages and change them to be correct, and investigate if we could potentially remove isEnabledAndIgnoreFCVUnsafe completely.
