Rethink MissingIndexIdent tests

      With SERVER-80974 the scenario of the catalog on disk differing from what's present on disk cannot occur anymore. That is, we cannot have something in the catalog that's not present on disk.

      There are a series of tests implemented using MissingIndexIdent that now cannot occur anymore since the induced failure state cannot happen. We should re-evaluate the tests as they might not be worth maintaining anymore.
