Implement the wire protocol version switch on FCV gossip-in

      This task is to implement the necessary VectorClock (and possibly MongoD-local changes) so that upon full FCV upgrade, shards can indicate to upstream routers that they are fully upgraded and that they can start advertising the new wire protocol version as per upgrade step U5.
