there should be a feature to limit connections per mongoD and also per shard. maybe this could be done with an extra field in the config.shards. So a mongoS can stay running, you can update the field, flushRouterconfig ( if there is not a wrapper ), and then move a member out of active , do an index build, put it back in place, and enable connections again.
