[CQF] Add planSummary to queryPlanner output for CQF

      This ticket is to add a planSummary field under the winningPlan field in CQF explains (both fast-path plans and non-fast-path plans). This field has the same meaning as the planSummary field in currOp, slow query logs, etc.

      (This will always be "COLLSCAN" or "EOF" for M2 of CQF)
