Fix routing of cluster analyze_shard_key commands for unsplittable collections

      cluster_analyze_shard_key_cmd.cpp and cluster_configure_query_analyzer_cmd.cpp do not route correctly for unsplittable collections:

      • They should attach ShardVersion (and no dbVersion) when there's a routing table for the collection. (here and here)
      • Assume that unsharded collections live on the db-primary shard.
