      clusterMonitor has the following privileges on any_normal.

                  - matchType: any_normal
              actions: &clusterMonitorRoleDatabaseActions
                  - collStats
                  - dbStats
                  - getDatabaseVersion
                  - getShardVersion
                  - indexStats

      The same should be granted to any_system_buckets.
