Set tenant id on FSM work threads for FSM multitenancy test

      In FSM multitenancy test, we need to make each FSM work thread test work loads as an indicated tenant client. 

      In this ticket, we will set tenant id on each FSM work thread through configuration of thread manager and execution options of test runners.
