On the Windows variant, we are running into slow DNS resolution issues (unrelated to the test) which inhibits the legacy shell's ability to successfully connect to the server.

This test is testing valid/invalid legacy shell options, not the shell's ability to connect to the server. We can reduce noise in our test surface by disabling it on a variant that's prone to slow DNS resolution without losing meaningful test coverage.
