After SERVER-83844 is completed, the movePrimary coordinator can now stop cloning unsplittable collections.
This requires to

add all the unsplittable collection from the collections to ignore
do the same for the cloneDatabase

This ticket will also require to:

adjust every test that expects user data to be moved as part of movePrimary.
address the TODOs
