Enable query stats for the mutational fuzzers

      I think that it'll be as simple as adding the hook to yaml files like this one: https://github.com/mongodb/mongo/blob/e95581b222c82690e730429410183588239debad/buildscripts/resmokeconfig/suites/jstestfuzz.yml#L24

      It'll take some testing to confirm - but I think we need the 'RunQueryStats' hook and the server parameters to configure the rate limit, and then just let it go.
