Move LockManager::getLockerToClientMap out of the LockManager

      The LockManager::getLockerToClientMap utility is very similar to dumpLockManager in that it is operates at a higher hierarchical level (all clients/op contexts/transaction resources) than the locks.

      Because of this it should also be pulled out into shard_role_api.

      This is a prerequisite for SERVER-77213.
