Define patch build aliases in evergreen.yml

      The patch build aliases are currently only configurable by a limited set of project admins, which seems like an unnecessary restriction.

      Evergreen configuration allows projects to define aliases in the evergreen.yml, instead. This allows developers to make changes to the patch aliases without having to go through an admin.
