Start serverless services when auto-bootstrapping and the repl set is in serverless mode

      Currently serverless services do not get started on start-up when auto-bootstrapping. This is because auto-bootstrapping sets the ClusterRole of the node to `ConfigServer` but the serverless services only start when the ClusterRole is None.
