All mongostream metrics should have tenant_id label.

      Metrics like num_stream_processors do not have tenant_id label. But since mongostream does not support multi-tenancy, we should add tenant_id label to all mongostream metrics. We can then add tenant_id variable to mongostream grafana dash.
