Description
Building with opt off produces binary with extremely slow execution speed, almost to the point that its unusable. The only benefit to opt=off is that the debug stack will be pure and very consistent so in some contrived cases its worth the cost of execution speed. However that contrived case is generally going to be a developer hunting for a specific root cause, which generally excludes evergreen environments.
We should look at all cases we build with opt=off in evergreen and determine if they are really valueable, and either remove them or turn optimizations on.
