Currently mongos doesn't support this option - it just decides whether or not to gather metrics based on sampling with no way for a user to request this explicitly. We should make mongos support this option with similar semantics to mongod.

The test at jstests/noPassthroughWithMongod/include_query_stats_metrics.js should be moved into core once mongos supports the option.
