serverStatus.shardingStatistics.numHostsTargeted.insert and opcounters.insert behave differently for retryable writes on timeseries

      I found those issues when working on SERVER-82268.

      In the test, I observe that normal retryable writes do +retryCount on those metrics when retrying retryCount times but timeseries metrics do only +1 in total.
